Preamble
Yuyutsu which means (Fight, War, Fighter, Warrior, Combatant) is a Full Contact Global Martial Art Style, combination of reality based and effective Combat techniques in stand-up and ground which includes Free Style striking, Kicks and punches, Yuyutsu practitioner will learn the most effective and advanced techniques of reality based martial arts and learn to defend him/herself against any form of physical collision.
Yuyutsu experts are working hard to develop new techniques of reality based martial arts and provide the Yuyutsu practitioners with advanced and modern updated techniques.
The World Yuyutsu Federation is the only international body of Yuyutsu Martial Arts which is working for development of Yuyutsu worldwide.
The World Yuyutsu Federation mission is to improve and promote physical and mental abilities, and to educate the peoples to have an active lifestyle and self-confident.
CHAPTER 1. GENERAL PROVISIONS
ARTICLE 1. Definitions:
- The World Yuyutsu Federation (WYF) is founded on 15th August 2020 in Republic of India and is a non-profit and nongovernment Independent organization worldwide for promotion of Yuyutsu and reality based Martial Arts.
- Yuyutsu is a modern Martial Art Style of India for the World, it shall be practiced with care for the safety of participants and fairness in competitions and enjoyments of audience.
- World Yuyutsu Federation (WYF) is the Ultimate and Supreme authority of Yuyutsu Martial Art Style Worldwide.
- World Yuyutsu Federation (WYF) is composed of Yuyutsu Federations/Associations of different Countries having approved these statutes.
- The World Yuyutsu Federation (WYF) is located in India and is an Independent Organization which represented by its President and Executive Members and the Head Quarter can be moved to different Countries according to decision of Executive Board.
- The Official Emblem and flag of World Yuyutsu Federation is approved by its Executive Committee.
- World Yuyutsu Federation is committed to respecting all internationally recognised human rights and shall strive to promote the protection of these rights, All
Federations/Associations/bodies and officials working with World Yuyutsu Federation must observe the World Yuyutsu Federation Statutes, Code of Ethics and Conduct, Rules, Regulations, Policies and Decisions in all their activities, World Yuyutsu Federation and its Members reject all forms of discrimination against a country, private person or group of people on account of race, skin colour, ethnic, national or social origin, gender, disability, language, religion, political opinion or any other opinion, wealth, birth or any other status, sexual orientation or any other reason is strictly prohibited and punishable by suspension or expulsion.
ARTICLE 2. Official Languages
1. The official languages of World Yuyutsu Federation is English but for better understanding of local peoples other Countries can translate the Statutes and Rules in their own language.
ARTICLE 3. Objectives of WYF
World Yuyutsu Federation pursues the following main objectives:
- to develop and promote the Yuyutsu Martial Art Style at all levels Worldwide;
- to organize international competitions and events;
- to regulate the activities pertaining to YUYUTSU undertaken by the Member Associations and other WYF-related organisations;
- assist its Members to establish Yuyutsu Martial Arts Active Bodies to promote Martial Arts in their Countries;
- to provide its Members with support and required services for development of Yuyutsu;
- to ensure strict enforcement of the World Yuyutsu Federation rules and regulations at all international YUYUTSU events including Continental Championships and world Cups, open International Championships held under the supervision of World Yuyutsu Federation;
- Organizing international championships and support its members to organize national and international events;
- to support, promote cooperation and mutual understanding, friendly relations and bonds of friendship between Member Associations and YUYUTSU athletes while respecting and protecting their interests;
- to train, develop and supervise YUYUTSU judges, referees and coaches, as well as technical and administrative personnel;
- to collaborate with other similar organisations having as their objective the promotion of Full Contact Martial Arts;
- to represent and defend the interests of the YUYUTSU Martial Arts in National and International Sports Organizations and authorities worldwide;
- to assist Member Associations to be recognised by the highest sports authorities of the relevant countries;
- to respect and follow the World Anti-Doping Agency (WADA) World Anti-Doping Code;
- to promote the development of women and the full participation of women at all levels of World Yuyutsu Federation including Sports Managements and executive board;
- to promote integrity, ethics and fair play with a view to preventing all methods or practices, such as corruption, doping or match manipulation, which might jeopardise the integrity of bouts, competitions, athletes, officials and members.
ARTICLE 4. Rights and Privileges
- World Yuyutsu Federation owns all kinds of commercial rights related to its activities and competitions now and in the future, sponsorship, photographs, video, social media posts and contributions, logos, trademarks, and media in any format in use now or developed in the future.
- Copyright and all other trademarks of World Yuyutsu Federation are the property of WYF.
- Any contribution from World Yuyutsu Federation Members or its Board of Directors and its President are the property of WYF.
- WYF events shall be subject to the sanctioning by the Board of Directors in a process transparent to the Members.
ARTICLE 5. Indemnification
1. The Board of Directors and other official structures together with staff are indemnified against all losses, charges, costs, damage and all other expense and liability they may incur or be put to concerning the bona fide execution of their duties as officials of WYF.
CHAPTER 2. MEMBERSHIP CATEGORIES
WYF accepts the following membership categories:
- Full Member Associations (National YUYUTSU Federations);
- Associated Members;
- Affiliated Members;
- Honorary Members;
- Individual Members;
CHAPTER 3. Full MEMBER ASSOCIATIONS
ARTICLE 6. APPLICATION
- National YUYUTSU Federations may at any time submit a written application for membership with WYF.
- Applications for membership must fulfil the following requirements:
- WYF application form must be completed and duly signed by the president and the secretary general of the applicant Federation;
- the applicant Federation must provide written evidence that it
- is a registered body (or applied for registration) of the supreme sports authority of its country irrespective of the private or public legal status of such authority, or
- is formally recognised (or applying for formal recognition) by the supreme authority of its country irrespective of the private or public legal status of such authority;
- the Federation must confirm in writing, that
- it will abide by the WYF Statutes Rules and Regulations, hold annual national YUYUTSU championships, and regularly participate in International Championships;
- it will pay the WYF membership fees as resolved by the Congress;
- the president of the applicant is a citizen or permanent resident of the applicant’s country;
- The application must be accompanied by
- the statutes and competition rules of the applying National federation, which must ensure that its members and all YUYUTSU athletes shall be bound by the WYF Statutes, rules and regulations;
- a list of the members of the executive body of the applicant;
- a document from the state register for sports organisations or registration certificate or certificate of incorporation (if available);
- The application for Membership must be submitted to the Executive Committee for review. The Executive Committee has the right to reject or return incomplete or defective applications for completion or correction.
- The Executive Committee shall submit correct applications to the Congress for grant of approval of membership.
- Decisions on applications for membership are made by the Congress, which has full discretion in accepting or rejecting membership applications. If the Congress accepts an application, the applicant is considered a Member Association from the day of acceptance itself.
- WYF may accept as Full Member Association only one Yuyutsu Federation per country.
ARTICLE 7. Rights of Member Associations
- Each Member Association has the right:
- to participate in the World Championships and/or WYF International Competitions and events;
- to organise national and international YUYUTSU competitions in their nation;
- to attend and speak at the Congress and vote on all agenda items and nominate candidates to the bodies of WYF who must be members of that Member Association and must be citizens or permanent residents of the country. The right to vote by any Member may be suspended by the Congress upon request of the Executive Committee if a Member Association has failed to participate in the World Championships, does not hold annual national championship or has failed to pay the WYF annual membership fee in time;
ARTICLE 8. Duties of Full Member Associations
- The full Member Associations must take the necessary measures to ensure that their individual members, participants (e.g. regional associations, clubs and athletes) shall be subject to the WYF Statutes, to the WYF Rules and Regulations and abide by the resolutions taken by the Congress and the Executive Committee.
- Each Full Member Association must submit reports and documents to WYF in accordance with the WYF resolutions, hold national YUYUTSU championships annually, and participate regularly in WYF International Competitions and events.
- No Member Association or member thereof (including the athletes) is entitled to participate in international YUYUTSU events, nor to receive prizes or awards from such events unless such events have been approved by WYF.
- Full Member Associations and their athletes may only take part in YUYUTSU competitions organised by WYF Full Member Associations.
- Full Member Associations are responsible for organising their own domestic YUYUTSU competitions in their countries.
- The Member Associations must pay to WYF membership fees annually, as determined by the
Congress.
- The Full Member Associations must respect and follow the grading systems of WYF.
ARTICLE 9. Termination of Membership
- Membership in WYF ends if one of the following events occur:
- liquidation of the Member Association;
- secession of the Member Association from WYF;
- expulsion from WYF;
- cancellation of the membership of the Member Association with, the supreme private or state sport authority or the registration authority of its country;
- WYF Membership of a Member Association may be cancelled by the Congress for causes, such as:
- repeated failure to pay the annual membership fee in time;
- failure to develop the sport of YUYUTSU in its territory;
- pursuing objectives that run counter to the WYF Statutes;
- material breach of the Statutes, Rules and Regulations of WYF;
- repeated non-participation in the World YUYUTSU Championships;
- Full Member Associations may withdraw their membership at any time by a six (6) months prior written notice to the WYF Executive Committee. Paid membership fees will not be refunded. Any outstanding annual membership fees remain due until the end of the year of withdrawal.
CHAPTER 4. ASSOCIATED MEMBERS
- WYF may accept Associated Members (organisations and individuals) that provide practical assistance in the promotion of YUYUTSU. They are selected by the WYF Congress based on the recommendations of the corresponding Member Association or of the WYF Executive Committee.
- Associated Members may participate in all National and International WYF events, but they are not entitled to vote. They are also not obliged to pay WYF membership fees.
CHAPTER 5. AFFILIATED MEMBERS
- WYF may accept Affiliated Members (Organizations and Individuals) that promoting Yuyutsu Martial Art Style in their respected regions, they are selected by the WYF Executive Board after review their membership request, all practitioners and clubs of Yuyutsu from around the world are eligible to apply for affiliated membership.
- Affiliated Members may participate in all National and International WYF events; they can use grading system of WYF for their members to be graded, but they are not entitled to vote.
CHAPTER 6. HONORARY MEMBERS
- Honorary Members can be appointed by the Congress based on a proposal of a Member Association or the Executive Committee. Honorary Members may be individuals, companies, associations or other public organisations which contribute in an extraordinary way to the development of the sport of YUYUTSU or provide special services to WYF, as set out in the WYF Regulations on Honorary Members.
- Honorary Members may participate in the Congress and other WYF events, but they are not entitled to vote. They are also not obliged to pay WYF membership fees.
CHAPTER 7. INDIVIDUAL MEMBERS
1. WYF may accept individual members, all practitioners and teachers of Yuyutsu or any single person who accept and respect the WYF Statutes can apply for Individual Membership and will be accepted after his/her application review and approved by Executive Committee of WYF. Individual Members can participate in all National and International Events of WYF, but they are not entitled to Vote.
CHAPTER 8. ORGANISATIONAL STRUCTURE
The constituent bodies of the WYF are
- the Congress;
- the Executive Committee;
- the President;
- the Secretary General; E. the Commissions;
CHAPTER 9. CONGRESS
ARTICLE 10. Supreme Authority
1. The Congress is the supreme body of WYF.
ARTICLE 11. Ordinary Congress
- An Ordinary Congress shall be held annually. In a year when World Championships are held, the WYF Congress convenes on the day prior to the start of the competitions of the World Championships for adult athletes.
- The invitations to the Ordinary Congress shall be sent to each Member at least 30 days before the starting date of the Congress. The invitation shall be accompanied by an Agenda approved by the Executive Committee and the supporting documents for the agenda items. Member Associations can submit proposals to be included in the Congress Agenda for consideration by the WYF Executive Committee in writing no later than 60 days prior to the starting date of the Congress.
ARTICLE 12. Extraordinary Congress
- An Extraordinary Congress may be convened at the decision of the Executive Committee at any time.
- At least 50% of the Member Associations may request for an Extraordinary Congress. Such request shall be in writing and specify the matters to be considered. The Executive Committee shall thereupon convene such an Extraordinary Congress, to be held within 60 days of the date of receipt of the request at a time and place to be decided by the Executive Committee.
- Notices of Extraordinary Congresses shall be sent in writing to each Member Association at least 30 days before the date thereof. The notice shall be accompanied by an agenda and the supporting documents for the items on the agenda. Only proposals connected to the matter for which the Extraordinary Congress has been convened may be dealt with at this Congress.
- No additional items may be submitted for inclusion in the agenda during an Extraordinary Congress.
ARTICLE 13. Proceedings of the Congress
- Each Member Association is entitled to one vote only and the Member may be represented at the Congress by no more than three representatives.
- The Congress shall be chaired by the President, or his absence, by the Secretary General.
- The representatives of the Member Associations must submit their signed mandates to the Congress Registration committee appointed by the Executive Committee before the starting of the Congress. Mandates are the documents which are signed and executed by the Member Association. The Congress may only be attended by duly authorized representatives of Member Associations, members of the Executive Committee, Associated Members, Candidate Members and Honorary Members.
- The minutes of the Congress shall be signed by the Secretary General and the President and shall be sent to the Members within one month after the Congress.
ARTICLE 14. The Powers of the Congress
The Congress has the following powers:
- to elect or suspend or dismiss the President, the First Vice President and the other members of the
- Executive Committee and also determine the number of members of the Executive Committee;
- to supervise the activities of the WYF Executive Committee as well as other bodies of WYF;
- to approve the reports submitted by the President, the Secretary General, and other WYF bodies;
- to approve applications for membership and to suspend or exclude members from the WYF, including Associated Members;
- to approve the audited annual statement and financial reports;
- to resolve all matters and proposals concerning the WYF submitted by Member Associations and related to the development of YUYUTSU according to the WYF Statutes;
- to amend the WYF Statutes;
- to determine the WYF annual membership fees;
- to approve the WYF budget;
- to appoint Honorary Members of WYF,
- to decide on all matters that do not directly fall under the jurisdiction of other bodies of the WYF hereunder;
- to appoint and dismiss the Auditors;
ARTICLE 15. Voting and Elections
- No issue may be dealt with at the Congress unless 50% of the Member Associations with voting rights are present.
- If less than 50% of the Member Associations are present, the Executive Committee shall postpone the Congress meeting to a later date, but no earlier than one month and no later than one year from the date of such postponement. The resolutions adopted at the postponed Congress shall be considered as valid only if at least 30% of the Member Associations with voting rights are present at this Congress.
- Each eligible Member Association is entitled to one vote only. The Member Association shall be represented by a duly authorised official of the respective Member Association to cast this vote.
- Unless the Statutes provides otherwise, all decisions of the Congress require a simple majority of the votes cast.
- Voting shall be permitted by open ballot, secret ballot and/or by electronic system vote, as may be approved and notified by the Executive Committee prior to the Congress.
- Resolutions on expulsion of any member require at least two-thirds of the votes of Member Associations attending the Congress.
CHAPTER 10. THE EXECUTIVE COMMITTEE
ARTICLE 16. Composition
The Executive Committee shall consist of:
- the President;
- the Secretary General;
- the First Vice President;
- the Vice Presidents;
- Advisors;
- Any Member Association may nominate the president of the Member Association or any another authorized person for election into the WYF Executive Committee. All candidates must be citizens or permanent residents of the country whose Member Association is submitting their nomination.
- The Executive Committee shall not include more than two (2) representatives from the same Member National YUYUTSU Federation / Association. The Congress must ensure that at least 40% of the members elected to the Executive Committee are of female gender. In the event that no female candidate is elected by the Congress, the seat reserved for a female member will be deemed forfeited by all members and shall remain vacant until the next election of members of the WYF Executive Committee.
- The electoral process shall be in accordance to the following:
- At first the Presidential election takes place;
- Than the members of the Executive Committee are elected.
- Vice-Presidents (other than the Presidents of the Continental federations) are elected from the members of the Executive Committee, in accordance to the nominations on proposed by the WYF President.
ARTICLE 17. Term of Office
- Executive Committee members are elected by the Congress for a term of office of four (4) years including president.
- The Founder of World Yuyutsu Federation will be the lifetime president and will supporting the elected presidents of World Yuyutsu Federation during their service to WYF.
- Any vacancy due to incapacity to execute his/her duties or by resignation or death of an Executive Committee member shall be filled by a new member at the next Congress. The replacing member shall complete the term of office of his predecessor.
- The Executive Committee member who is absent from three (3) consecutive meetings without good reason is considered as having voluntarily resigned.
- The members of the Executive Committee are eligible for re-election. A member of the Executive Committee may serve for no more than three (3) terms.
ARTICLE 18. Structure, Powers and Activities
- Subject to the powers of the Congress, the Executive Committee shall be responsible for overseeing and supervising the activities of WYF.
- The powers of the Executive Committee shall include the following:
- To establish and amend organisational, financial and other regulations relating to activities of WYF.
- to establish and amend the International YUYUTSU competitions rules and Regulations.
- to select the venues of the WYF events (e.g. WYF International Competitions and Congresses, Seminars etc.);
- to approve the International Calendar of WYF competitions;
- to enter into commercial and other agreements relating to the WYF competitions and other activities;
- to supervise the activities of the Member Associations and monitor implementations WYF requirements by them;
- to supervise the activities of the members of WYF constituent bodies and ensure the proper performance of duties by the aforementioned persons in accordance with the law and the WYF Statutes;
- to elect or suspend the Secretary General and the Treasurer from the members of the Executive Committee upon the proposal of the President;
- The Executive Committee shall meet at least twice a year. Meetings of the Executive Committee are convened by the President or at the written request of one-third of its members. Meetings of the Executive Committee are chaired by the WYF President or in his absence by the Secretary General or by another Executive Committee member subject to written instructions from the President.
- The WYF Executive Committee meeting may also be convened by any of the available and suitable digital, video and/or electronic media platforms.
- The minutes of Executive Committee meetings shall be kept under the supervision of the Secretary General and are signed by the President and the Secretary General and shall be published on the WYF digital media.
CHAPTER 11. THE PRESIDENT
- The President shall lead, direct and represent the WYF. He/she is primarily responsible for the management of the all activities of the WYF, for sanctioning of WYF funds, and for hiring administrative personnel.
- The President is elected by the WYF Congress for a term of four years. He/she is eligible for re-election. He/she may however not serve for more than three (3) consecutive terms. A person may be elected or re-elected as the President as long as he or she has good health and ability of promoting the WYF.
- The President shall be elected by a 2/3 majority vote of all Member Associations present at Congress with the right to vote. If none of the proposed candidates obtains the necessary quorum, a second round of elections shall be held between the two candidates who secured the most votes in the first round. In the second round, the President shall be elected by the simple majority of all votes.
- The President may:
- nominate candidates for the position of Vice Presidents from among the Executive Committee members to the Congress for election (approval);
- propose to the Executive Committee to elect from the Executive Committee or to suspend the Secretary General and Treasurer and supervise their activities;
- reimburse from the WYF funds any expenses of members of the Executive Committee and other WYF bodies, incurred in connection with representing the interests of WYF or for establishing representative offices, staging events, organising business trips, and other expenses incurred in the interests of WYF;
- All such expenses must be justified, substantiated and certified.
- Should the position of the President become vacant for any reason, the duties of the President shall be performed by the Secretary General of WYF. In cases when the Secretary
General is unable to perform the duties of the President for any reason, the Executive Committee of WYF shall authorise one of the Vice Presidents to perform the duties of the WYF President, and presidential elections shall be held at the next Congress.
CHAPTER 12. THE SECRETARY GENERAL
- The Secretary General is elected from the WYF Executive Committee members by the WYF Executive Committee for four years upon nomination by the President.
- The main duties of the Secretary General are:
- enforcing and monitoring compliance with the WYF Statutes, minutes of preparing the WYF Congress and the WYF Executive Committee, and enforcing all the resolutions adopted by these bodies;
- monitoring the compliance of financial obligations by Member Associations;
- accepting applications for WYF membership;
- maintaining records of WYF members;
- safekeeping and storage of all WYF documents;
- providing necessary information to WYF members;
- ensuring compliance with the WYF competition calendar;
- ensuring that the invitations to take part in the WYF Congress and the WYF Executive Committee meetings are sent out in a timely manner;
- registering applications for WYF membership;
- performing the duties of the WYF President in his/her absence;
CHAPTER 13. THE FIRST VICE PRESIDENT
1. The first Vice President is one of the executive committee member who will act as president if the president gives him/her written permission to act on behalf of him/her and will have the same power and authority as the president, otherwise he will act as president if the president dies and will perform all duties and responsibilities of president till the executive committee and congress select a new president.
CHAPTER 14. THE VICE PRESIDENTS
1. The Vice Presidents are the Presidents of Continental Yuyutsu Federations and other senior members of World Yuyutsu Federation and the Martial Artists who are serving for Martial
Arts at international level with a high level of skills in Martial Arts, they will be introduced by Executive Committee, they will attend all events and meetings, they can suggest and share their ideas for promotion of the Federation at World Level.
CHAPTER 15. THE ADVISORS
1. The WYF will have unlimited numbers of advisors from different parts of the world for promotion of the Federation at World Level, the advisors will be from different regions and cultures, they can advise the executive committee for better performance and promotion of athletes, events and all other activities of the federation in different parts of the world, the advisors must study the statutes of the federation to clearly know about the federation and its purpose and determine how He/she can best assist the Federation.
CHAPTER 16. COMMITTEES AND WORKING GROUPS
- When needed, permanent or temporary special committees and working groups may be established. Permanent committees are established upon proposal of the President and approval by the Executive Board, committees and working groups may be established upon sole decision of the President.
- WYF Constitution The various committees and working groups members are nominated by the National Federations and appointed by the President. The President may also appoint other candidates to serve in such committees and working groups at his own discretion.
- If a National Federation no longer supports its recommended candidate and the candidate currently holds an official position within the WYF, the National Federation shall submit an official letter advising the WYF that it no longer supports its candidate and provide clear reasons for such withdrawal request, The WYF shall investigate and the President may make the final decision as to whether such candidates should be removed from his/her position.
- Permanent Committees include, but are not limited to: Technical Committee; Medical Committee; Anti-Doping Disciplinary Committee; Marketing and Development Committee; Athletes’ Committee; Women’s Committee, etc.
- Committees and Working Groups shall develop working guidelines which will be implemented following the approval by the Executive Board.
ARTICLE 19. TECHNICAL COMMITTEE
- Technical Committee members must be holders of a valid International Judge Certificate issued by the WYF.
- The Technical Committee shall be responsible for all technical matters of the WYF, they are responsible for formulating, revising and WYF Constitution, supervising the implementation of the Competition Rules, Regulations and Judges Management Policy; they shall also examine and deal with all technical proposals submitted by the National Federations.
- The Technical Committee members are responsible for the training of the WYF judges and coaches in order to improve their technical level and professionalism.
ARTICLE 20. MEDICAL COMMITTEE
- The Medical Committee members must be highly experienced medical specialists or experts in the field of anti-doping.
- The Medical Committee is responsible for formulating and revising the regulations regarding medical supervision of athletes and the anti-doping code and for supervising the implementation of these regulations, WYF Constitution in addition to formulating and implementing regulations, the Medical Committee is responsible for the following:
- Examining and handling proposals relating to medical affairs that are submitted by National Federations.
- Conducting anti-doping tests in accordance with the World Anti-Doping Agency standards at all the competitions organized by the WYF.
- Evaluation and approval of athletes’ TUE (Therapeutic Use Exemption) applications.
- Physical examination of the athletes prior to each competition.
- Making recommendations to the Technical Committee to disqualify athletes who do not meet the requirements for participating in a competition.
- Organizing lectures on medical supervision.
- Providing advanced medical supervision means and methods for National federations.
ARTICLE 21. ANTI-DOPING DISCIPLINARY COMMITTEE
- The Anti-Doping Disciplinary Committee is responsible for providing a hearing process for any person who is asserted to have committed an anti-doping rule violation and for imposing sanctions for doping violations. It shall act in accordance with the WYF Constitution and regulations, in particular the WYF Anti-Doping Rules, as well as the WYF Constitution, World Anti-Doping Code and WADA regulations, standards and guidelines.
- The Anti-Doping Disciplinary Committee shall be composed of fair and impartial individuals from different countries/territories and nationalities, who shall not have any formal role in the governance of WYF.
- The Anti-Doping Disciplinary Committee shall consist of a chairman with a legal and/or medical and/or anti-doping background, other members with expertise in sports and/or antidoping, as well as substitutes in order to allow the constitution of an impartial hearing panel in avoidance of any situation of conflict of interests.
ARTICLE 22. MARKETING AND DEVELOPMENT COMMITTEE
- The Marketing and Development Committee is responsible for all marketing and development work related to the WYF.
- The Marketing and Development Committee is responsible for the drafting and implementation of the WYF marketing and development plan.
ARTICLE 23. ATHLETES COMMITTEE
- The Athletes’ Committee shall be responsible for matters related to and in the best interest of the athletes.
- The chairman or a representative of the Athletes’ Committee may observe the Technical Committee meeting, and take part in the research and decision-making related to competition rules, technical grading, and other aspects of technical matters.
- The Athletes’ Committee will review proposals submitted by National Federations to the Executive Board or Congress regarding matters related to athletes.
- The Athletes’ Committee may also present proposals directly to the Executive Board or Congress.
ARTICLE 24. WOMENS COMMITTEE
- The Women’s Committee is responsible for promoting women’s participation in Yuyutsu competitions and activities.
- The Women’s Committee is responsible for providing information and making recommendations to the Executive Board regarding women’s participation in Yuyutsu competitions and activities.
ARTICLE 25. HONORARY TITLES
- The WYF may award the title of Honorary President to Presidents who have retired after serving the WYF.
- Honorary Presidents are entitled to attend and address the Congress and Executive Board meetings, but will have no voting rights.
- The WYF may award honorary titles to those individuals who have performed invaluable service or made outstanding contributions to the promotion and development of Yuyutsu.
ARTICLE 26. FINANCIAL REGULATIONS
- Sources of funds include the following:
- Membership fees.
- Marketing income.
- Grants and donations.
- income from licensing or selling commercial rights related to Yuyutsu events;
- income from sponsors;
- fees for services provided by the WYF;
- fees for the participation in the WYF events;
- payment for the right to organise World Championships and international tournaments held under the supervision of the WYF;
- fines;
- capital gains;
- Certifications and Grading
- others;
- The handling of the WYF financial affairs will be guided by the principle of operating within the organization’s financial means. All budgets will be formulated and implemented with this principle as a guide.
- The Executive Board shall be responsible for formulating and implementing all financial regulations and will, therefore, be held accountable by the National Federations for any financial discrepancies that may arise therefrom.
- The financial year of the WYF shall start on January 1 and end on December 31 of each year.
ARTICLE 27. ETHICS, ARBITRATION AND DISCIPLINE
- The WYF shall promote the spirit of sportsmanship through the implementation of its constitution.
- Issues related to competition or technical matters will be investigated and handled by the Technical Committee through relevant hearings and report.
- Issues related to anti-doping matters will be investigated and handled by the Anti-Doping Disciplinary Committee through relevant hearings. Decisions by the Anti-Doping Disciplinary Committee may be appealed as provided for under the WYF Anti-Doping Rules.
- The President will appoint three (3) individuals, including at least one member of the WYF Executive Board to investigate and handle issues related to other matters through relevant hearings, including imposing disciplinary actions or recommending to the Executive Board to impose disciplinary actions.
- WYF disciplinary action includes: Issuing warnings, fines and penalties, the suspension or removal of office bearers, the suspension of National Federations, Associated Members, the termination of membership / expulsion of National Federations or Associated Members.
- The removal of office bearers other than Executive Board Members or the suspension of National Federations or Associated Members shall be executed by the Executive Board.
- The removal of Executive Board Members and the termination of WYF Constitution, membership/expulsion of National Federations or Associated Members shall be executed by the Congress.
ARTICLE 28. CHANGE OF HEADQUARTERS AND DIRECTORATE OFFICE
- If the WYF moves its headquarters, the assets from the old headquarters shall be transferred to the new headquarters.
- If the WYF is dissolved, the assets of the WYF shall be disposed of according to the resolution of the Congress.
- The WYF Directorate office and head quarter will be in the Country where the president live or where the president decide to be.
ARTICLE 29. INTERPRETATION OF CONSTITUTION OR STATUTES
- The right of interpretation of the Constitution is vested in the Executive Board.
The Constitution is written in English, the WYF allow its member Countries to Translate the Constitution in their own language for better understanding, the responsibilities of correct translation is with the National Federation of that Country and the executive board of National Federation will be full responsible of the Translated Texts, in cases of discrepancies between the English and other Languages texts of the WYF Constitution, the English text shall prevail.
